Cornerstone Middle School
PTSO By-Laws

Article I

NAME
The name of and location of this organization shall be Cornerstone Middle School
Parent Teacher Student Organization (PTSO), Cornerstone Middle School, 371 First
Avenue South, Baxter, TN 38544.

Article II

PURPOSE STATEMENT
The relationships within the Baxter community, which includes students, teachers,
staff, parents, and patrons, are a vital influence on the success of our children’s
futures. Therefore, our purpose is to foster a sense of support, pride, and
enthusiasm. Through fund-raising and family activities, we will promote positive
school/community relationships that enhance our children’s educational
environment.

Article III

POLICIES
The policies shall be developed through meetings, conferences and committees,
and shall not direct or control the administrative activities of the school.

Article IV

MEMBERSHIP
SECTION I~The members shall be parents or guardians of students, patrons,
students, and teachers who take interest in Cornerstone Middle School.

SECTION II~Monetary Policy: Any expenditures over $500.00 for fixed assets or
enhancements, to exclude monies spent to further fund-raising projects, must be
approved by a vote of the PTSO officers. All financial transactions that exceed the
approved budget must be approved by the PTSO officers. The PTSO officers will
determine disposition of funds not requiring general membership approval.
Financial obligations will not be made without sufficient funds to cover commitments.

SECTION III~Role at Regular Meetings: Any general member is welcome to attend
and provide input to the PTSO officers.

SECTION IV~Voting Privileges: Each active member will have one vote.

Article V

OFFICERS: ELECTIONS AND DUTIES
SECTION I~The PTSO officers shall be composed of any combination of the
following elected officers to minimally include a President, Vice-President
(Spokespersons or CO-Spokespersons), Secretary, and Treasurer. Non-elected
positions are the Administrative Representative. The officers have the authority to
reassign specific job duties as required.

SECTION II~DUTIES
PRESIDENT (SPOKESPERSON)
1. Preside at all meetings of the organization.
2. Perform such other duties as assigned by the organization.
3. Member ex-officio of all committees except the nominating committee.
4. Coordinate the work of the officers and committees of the organization in order
that the objectives may be accomplished.
5. Serve as an authorized signatory of all PTSO checks.

VICE-PRESIDENT (CO-SPOKESPERSON)
1. Attend all PTSO meetings.
2. In the event the President is unable to attend meetings, the Vice-President will
preside.
3. Should the President be unable to complete his/her term, the Vice-President
would assume the office of President.
4. Maintain the PTSO bulletin board.

SECRETARY
1. Attend all PTSO meetings and record the official minutes.
2. Distribute a summary of the minutes
3. In the event the President and Vice-President are unable to attend a meeting, the
Secretary will preside.
4. Maintain the PTSO bulletin board.

TREASURER
1. Attend all PTSO meetings.
2. Serve as an authorized signatory on all PTSO accounts.
3. Maintain accounts and present a financial statement at each PTSO meeting.
4. At the end of the current school year, the Treasurer will prepare and present
an approved written annual financial report to the incoming officers.


COMPUTER LIAISON
1. Attend all PTSO meetings.
2. Maintain or contact the PTSO website with a current and up-to-date list of officers,
and information pertaining to the Cornerstone Middle School PTSO.

VOLUNTEER COORDINATOR(S)
1. Attend all PTSO meetings.
2. Coordinate volunteers but not necessarily chair the following events:
-Snacks/drinks during Parent/Teacher conferences in the fall and spring
-Fall Book Fair
-Spring Book Fair
-Science Fair
-Talent Show
Event distribution needs to be approved by the President. Other functions can be
added as needed.

PUBLICITY PERSON(S) (Duties could be performed by the Secretary.)
1. Attend all PTSO meetings.
2. Make copies of the PTSO fliers for PTSO sponsored events for distribution to the
student body.
3. Publicize PTSO open meetings by creating and distributing reminders.
4. Place and maintain a PTSO suggestion box in the faculty/staff lounge so teachers/
staff may make suggestions to the PTSO officers.

DUTIES OF ADMINISTRATIVE REPRESENTATIVE
1. Attend all PTSO meetings.
2. Act as advisor and liaison between staff and PTSO.


SECTION III
ALL OFFICERS SHALL:
1. Perform duties as outlined.
A. Decide on fund-raisers and services to be provided during the school year.
B. Decide upon chairperson(s) for the events and services sponsored by PTSO.
2. Each officer shall have one (1) vote.
3. Approve the budget and financial report monthly.
4. Deliver all appropriate records, including event records to the President.

Article VI
NOMINATION, ELECTION AND INSTALLATION OF OFFICERS
SECTION I~NOMINATION
1. No person shall serve more than two (2) consecutive terms in the same position.
2. The officers will bring forth and accept nominations for the open elections.

SECTION II~ELECTION
1. All members of the PTSO are eligible to vote during general meetings.
2. Officers will be elected in the spring prior to the end of the school year.
A. Votes will be counted by the PTSO officers, exclusive of those running for office.
B. The person obtaining the majority of the votes will be given the said position.
C. Vacancies of officers occurring during the year may be filled by a person
approved by the officers.

SECTION III~INSTALLATION
1. Upon installation, the new officers will assume their duties the date following last
day of the said school term.
2. The new officers will receive the PTSO handbook a final financial statement.
3. The new officers may meet prior to the last day of school.

Article VII
OFFICERS MEETINGS
SECTION I~Meetings of the PTSO officers will be held as needed as designated by
the President.

SECTION II~Open PTSO (public) meetings will be scheduled by the officers at their
discretion with at least one to be held in the fall and one in the spring of each school
year.

SECTION III~A two-thirds majority of officers shall be present to transact business.

Article VIII

ASSOCIATION BANK ACCOUNTS
SECTION I~All monies of the Cornerstone PTSO shall be deposited by the Treasurer
in a Federal or State chartered bank or credit union approved by the officers.

SECTION II~The authorized signatures of the account shall be President and
Treasurer. Two (2) authorized signatures shall be required on all checks.


SECTION III~The account shall be carried in the name of Cornerstone PTSO and
bear the tax exempt number XXXXXXXX.

SECTION IV~All expenses of the PTSO will be approved by the officers.

SECTION V~A balance of $250.00 shall remain in the account at the end of every
school year for use by the upcoming officers.

AMENDMENTS TO THE BY-LAWS
SECTION I~By-laws may be amended at any open PTSO meeting by a vote of two-
thirds of the members present. Notice shall be given at least two (2) weeks prior to
the meeting.

SECTION II~These by-laws may be reviewed and/or revised by the officers as
necessary to meet changing conditions in the school and community and brought to
a vote of the open
